This… went in a completely different direction than I thought.
It’s ridiculously thick and fluffy, very obviously inherited from Finarfin rather than Earwen, whose silver hair is super silky but also very fine. It’s actually the most like Indis’, out of all the Finwion spawn’s hair.
When he was little he would just let it go wild and do whatever it wanted, much to his parents’ exasperation. It was not unusual to find grass, small twigs, sand, insects, etc. trapped in it. There were definitely times he looked more like a shaggy golden retriever than a little boy.
Later, in a fit of teenage rebellion and pique he chopped it off to jaw-length, thus sending a good three-quarters of Tirion into hysteria and mourning. He started maintaining and styling it himself after this point, however, and eventually let it grow back out without all the perpetual tangles and knots of his youth.
As an adult, people would copy his favourite complex patterns of braids and elaborate styles when they wanted to show that they were particularly fashion-forward. This worked out quite well in Nargothrond, since much of Dwarven fashion is also based in complex braid patterns and hairstyles, and hair was something the two otherwise disparate cultures found themselves bonding over.
I could see Finrod at times incorporating Dwarven styles into his own grooming routine, much to the shock of other Elves whenever he travelled outside of Nargothrond. His willingness to participate in other cultures in such a personal, involved, manner was probably part of what made Finrod so well-liked among Dwarves and Men.
